1st question. I think devs do put the new verison of mod into the game, Like 1.21.5 released they will see if they will get a stable mod of them and put it in feather. Which might explains why it updates now and then.

You can edit your particles, multiply them, remove magic particle color, etc. We also do have custom fog, weather changer, time changer, and brightness are some examples of mods that are apart of the client
