Nope it's not and the reason for it is because how widely it's used. If nobody used fullbright and it was only a part of cheat clients then it would be cheating. However because it's included in so many normal clients it's not a cheat. Flying around and knowing the exact location of players, is a cheat

Short Answer:
I would recommend 3-4gb if you have 8gb+ available

A: No. Unless you are playing a heavily modded 1.16 modpack, your game is almost never going to need more than 4gb. By allocating more than 4gb, Java will end up wasting memory and this usually results in worse performance.
