If u have the game downloaded already, it checks the current checksum of the libraries you downloaded against the ones currently on the server, if they match, it doesn't redownload anything

A slow server wouldn't make a noticeable difference for users who had already downloaded the game since that check only requires downloading an extremely small set of data
