but when I play feather I get about 40-60 on a server but singleplayer is constantly around about 20 fps for no reason

you have put the forge installer into the mod folder instead of the forge server jar, run the forge installer and make sure you select "server" instead of client, run the installer in a folder on your desktop, then take the jar file it generates, put it in your feather server folder and rename it to server.jar
