@fallow fulcrum already mentioned where lore comes from. However, to gloss over the lore in hindsight:

Jake, Tricky, Fresh & Yutani (the Core Crew) are doing their usual skateboarding stuff until they find prototype hoverboard technology.

However, this brings the attention of the Secret Society, who keeps monitoring them afterward. They also hired Frank to keep a close eye, 'specially on Jake.

A day or so later, Core Crew decides to test out the hoverboard in a semi-abandoned train station, until the Guard (& his dog) show up to stop them. The Guard goes after Jake into an underground subway and this is where we find Frank again, failling to catch a train related to the Secret Society (thanks to Jake's graffiti). The former gets finally caught by the Guard and gets sent home, while Frank adds Jake to a strange list on his phone and walks away into the dark.

All of this lore comes from The Animated Series, which got discontinued after Season 1 unfortunately.

The only group that is directly against the main crew are the rivals ofc- but it would be fun to see more of this "runners gangs" dynamics
