Yes, you need to be level 5 in this server to post pictures in any of the channels! For what...guess u gotta be active enough to get certain privileges! It's not a new rule. I don't know about " mob control" stuff but if u wanna bypass the level 5 shackle then just boost the server then u can send pic! Hope this clarifies ur doubts:)

I feel like the difficulty isn’t increased by the speed you get over time, but rather the obstacles you come across. I feel like the speed stops increasing after a certain point. It felt like that when I was going for Champion(AND GOT SNIPED).
