Yes, but ifyour trying to prioritize a surfer you should focus on keeping that surfer at the lowest lvl so all tokens go to that surfer, boxes work like this either youll get a jackpot with only the tokens for the lowest lvl. Or yowill get 10-12 tokens for the surfer at the lowest lvl and the other halfis for a random surfer. A surfer at a higher lvl does not stop them from reciveing tokens for example my Noon is the highest lvl at lvl 16. Onlybecause she is the highest lvl doenot mean I will stop recieving tokens for her.
