I dont know exactly what hardware or software information would be useful here, but for the last beta, and the most recent main update, I've had to uninstall the game and reinstall in order for the update to work.

No, as in the game will not complete the update on steam

it will remain stuck at 100%add

additionally it cannot be halted by steam, as steam outputs the busy error.

Unless steam is asked to shutdown.
