Bug Description: Cannot give orders and all units buildings are stuck at 100%, like they do not complete. I had to restart the game to see if the issue still persisted, so the log file might be a little short. When I rejoined, it initially showed the select teams screen, after like 1 minute of that I was at the waiting for server for about two minutes before I could choose my team. The game didn't seem to be laggy otherwise(start of the round) and I was able to see players move around (without rubberbanding). just that I couldn't give orders, and building didnt seem to complete.
Action performed : Playing on PB server with 9 people. Start of the game playing as commander

Seems to be before my restart, the RAM was at 100% so causes a lot of issues
