In the game only Novus infantry could use the flow network to get around using them for rapid strikes. The player could upgrade the flow network to allow vehicles to transmitt but this came at the cost of their ability to pursue benefits of other upgrade branches.

This is a horrible idea unless they move at a literal snails pace and have other vulnerabilities baked into the system.
