This probably won’t be implemented, as the next role up ( supervisor ) gets the privilege of changing roles to open gates. It’s essentially a perk of reaching a higher role.

There may be a different system used to dispatch planes in the new version of LA which should be coming out soon, so maybe keep an eye out for that.
