You can fly on mobile. Too answer you second qustion, you apply for a role in game and receive the 'Awaiting Training' Rank. After, you can join a training via our training centre. The times you should join are posted on #sessions . After doing a training there, you then have to join a Captain Training. After joining the Captain training, you have to pass it. If you don't want to do that, you can buy the gamepass.
