Why can passengers spawn vehicles? And if they do use one, does that get a warning?

Passengers don’t have a high enough rank to spawn vehicles they have to be a LR first and had to be Ground crew three officer to spawn plane.

I've seen many passengers spawn vehicles until now.
It's either players with the "guest" rank or players with the guest rank who claim to have been ground crew.

I know why.
It's because on the free rewards the last one is a free GC rank.
