So after any shift we do . do we get promoted to a new rank or just get promoted by points?

There is a clear rule to not hint at promotions during a shift, but a shift is one of the best ways to get promoted but it can only happen if you impress MR+ during the shift and they believe it's a good idea to give you a promotion.
