I'm guessing its just a bug since players Officer+ can open gates.

They most likely just forgot to add the Ranks of Officer/Captain to be able to open gates.

They updated it to only sv+ can board, captain can't board anymore.

You have to join the airport staff team

That's not right, the Gate Agent role can have Officer+, which means Captain is included.

There was a bug where supervisor couldn’t access it so they fixed it
