After collecting all 3 pieces of intel (Phone, Radio, and Documents), the QRF squad and the BTR-80A failed to spawn. My teammate and I waited for several minutes, but no enemies appeared. The mission became impossible to complete as intended.

I didn't even know the game had more intel lol

If I'm not mistaken, I think the squad and the BTR is chance based
