There is a time and a place for speed and aggression. Not being able to run without getting lasered by a scrub AI the moment you touch a door handle makes that time and place nonexistent.
Maybe it could be an opponent thing, where lesser trained insurgent scrubs are caught more off-guard by the high aggression and get flustered, miss more, or are straight up too confused to react for a second or two.
A more dangerous opponent like the Spetsnaz in those two Ukrainian levels could be more prepared for imminent action.
Could also be a timing thing, where after contact starts, a timer is set that increases the rest of the AI's readiness the longer the operation continues, simulating them getting their bearings. Could be a mix of both. AI is hard shit though so this may just be a pipe dream.
