Poster for Season 28 seems to have overlays but some episodes don't,

What the log shows is that as far as Kometa can tell these things already have overlays and there is no need to update them:

Have you changed art on these things outside Kometa?

You might try reapply_overlays: true, which will tell Kometa to apply overlay seven though it doesn't think there's any reason to.

yes i have replaced art that posterizarr added using posterizarr itself (the replace UI function) and it was replaced correctly as far as I can see in the assets folder

Is the replace for posterizarr ui placing the poster in the assets directory prior to your run of Kometa?
