Pleas explain because I am little slow when it comes to how actors are 'graded'. What factors come into to play for an actor or actress to 'make the cut'? Thanks!

It looks through all the things in the library counting actor appearances, sorts them descending by count and takes the top however many.
Looks 'depth' into the cast and creates limit collections.

Or, the actors with the highest number of overall appearances, with at least one role in the first 10 credits? Limited to 20 collections?

The first.
Take the first 10 cast members of all movies in your library. Count number of appearances for all those individuals. Create collections for the 20 actors with the largest number of appearances. If you were to use a high enough depth, someone like Clint Howard might make it into the top twenty.
