Hi! So, my old account has a name I no longer use on it, and since I can't pay for premium so I can change it, my only option is to delete the account and make a new one. Will this also delete all my data, or will it come back once I sync up my Spotify with the new account?

I'm pretty sure if you delete your last.fm account it will also permanently delete your plays, though.
their support forum is the only official support resource http://support.last.fm
