In the Arena it‘s possible that you face such opponents. You get opponents with a similar trophies count. They might have dropped down purposely to get the leaderboard rewards in lower leagues. Unfortunately we meet opponents which are impossible to defeat. I assume it’s not a bug
Refreshing could provide you with easier opponents
