You're okay on the country (it's not on the list of countries where it's not available), but the age? While 16 is the minimum for Gameloft, some countries are higher; also, it's reading the age from your game, so that may be a factor. You'll need to contact Customer Care and ask about the minimum age for Kazakhstan and how old your game thinks you are. If the game is the issue, they can fix it

But everything works well on another IOS account
Are you on Android? Change your game language to anything other than Russian and try again to open a ticket. Google changed the way third parties read location so the language determines locality 🙄
The language in my phone is English and the game is the same
On iOS language Russian (Kazakhstan)
