You're okay on the country (it's not on the list of countries where it's not available), but the age? While 16 is the minimum for Gameloft, some countries are higher; also, it's reading the age from your game, so that may be a factor. You'll need to contact Customer Care and ask about the minimum age for Kazakhstan and how old your game thinks you are. If the game is the issue, they can fix it

Are you on Android? Change your game language to anything other than Russian and try again to open a ticket. Google changed the way third parties read location so the language determines locality 🙄

On iOS language Russian (Kazakhstan)

Which account did you use to open the ticket?

If they're the same account, then Customer Care would see Russian, which means they automatically would say no support available
