That would be a no. Contests such as this (and all prior art contests GL has had) must comply with all laws and those laws require age restrictions (and sometimes location restrictions)

EU laws for one set, which bars publication of personal info of minors (which could be anywhere from 13 to 18). These contests have always had these restrictions

And? I know they exist, but I'm not familiar with each country's laws which is why I usually give a range of 13-18

Both. GL is using 17 as the minimum age but your country's age is 18, then the country law prevails

Stop cherry-picking what you're looking at and read the complete rules. There very first thing is the contest offer is void where prohibited by law. The mininum age is only one of the conditions an entrant must meet

If the participant is 17, they still must meet all other conditions of eligibility, i.e., it must not be prohibited by the law of their country to participate
