assuming your build is 2HP/2HP, PCJ, HP/Hydro/Crit, you will only get 36k HP assuming no subs. so the base damage of one NA is 2.953 to 4.652

so, even if you get godly 300 CD, you will deal, pre-res, 27k per hit. half that, multiply by 90%, and you 12.3k crit on the highest scaling NA

assuming no HP subs and assuming 300% CD

for comparison, my ayato deals over 21k per crit in his E, with ~15 hits being the norm if I can stand still.

You're asking of an unconventional way of building Nilou in a discord full of meta players. I don't know what possible answers you were expecting. If you build her as a DPS, you are gimping what potential she has.

Nilou, Xl ( 4p emblem ), Barbara ( c2 )/ Xq ( instructor ) and Sayu (4p vv, since I don't have Kazuha, neither Sucrose )

If she is going to be in a dendro comp where she has cores that will damage her, the newest set will be her best in slot. Otherwise, she should be on 2 HoD and 2 HP%. HP%/Hydro/CR or CD depending on subs. As for weapons, Harbinger is fine. Jade Cutter would be ideal. If you use her to vape, then you could get away with using an EM weapon like Iron Sting or the event Umbrella if you were playing then, but if you plan on using Xiangling with her, Nilou won't be the one triggering vapes.

Unless your ER is incredibly high on Xiangling, you need to run her with Bennet to he can battery her. You could do basically the International team but instead of Childe, you just use Nilou and instead of Sucrose/Kazuha, you use Sayu. You could also run her in a taser team with Beidou, Fischl, and Sayu as well. Not having Sucrose or Kazuha hurts, so I suggest pulling on Kazuha's next rerun if you can.

If you're going to run her as a hydro DPS, just think of her as Childe or Ayato. She could be slotted into any of their meta comps, so you could take a look at any of them and base something around that if you have the characters.

Okay thanks for the info, but when I looked up Childe and Ayato teams they didn't really match Nilou's. Ayato's teams don't seem to work for Nilou and these on Childe mostly are vape which I already know and will try them out, plus the taser team. As I said I am not looking into putting her in a bloom team and yes I will pull for Kazuha in his next rerun.
