I play on my laptop, and specs if it may help:
Core i5 1135G7, 8 gigs of DDR4 RAM in dual channel, Intel Iris Xe graphics, and some 512GB SSD that's not off the shelf

It persists in fullscreen as well

Update: Tried most combos that my laptop could run, sky glitching happens in 60fps mode

I did update all the firmware, including graphics drivers and stuff
