Basically, her normal attacks are nothing they just look pretty, her skill is like Beidou's E and her ultimate provides a buff for your team throughout it's duration

The buff from her ult deals extra damage alongside your active characters normal attacks, either until the ultimate ends or after dealing 30 instances of damage. If multiple enemies are hit from a normal attack, damage is done to each of them

That extra damage is based on her def stat, so basically you wanna stack def as much as possible while being able to maintain its uptime, so crit rate comes in if you run favonius Lance

We don't have any def increasing polearms yet so energy recharge will be the best way to go with her

So shield strength only applies to himself, in this case (the character gaining the bonus, it's not team wide or tied to the shield), and it seems the attack stacks would be mostly gained through normal attacks (his skill too, but not sure if it can stack off-field). So mostly useful for a main phys dps Zhongli I guess (seems okay for other main dps characters though, it's just a shame for me because it looks good on him lmao)
