I'm less concerned about the world mats than the domain restricted mats. Characters make a significant impact as they level up. Weapon most significant effect (that increases by level) is the base attack (usually) The secondary stat is beneficial, but not any more beneficial than simply levelling up an artifact, which does not require any form of domain (though it's easier with domain exploration) therefor, weapons should not require ascension.
