Raiden/eula is a very strong combination that's known to work well, Itto is not out yet so it's hard to say how high his numbers will be in the end, currently he looks like a jacked up version of razor where each consecutive hit gets stronger, but I'm not sure how powerful a C0 Itto will be, a C6 Itto definitely will wipe the floor with enemies, but i like to judge a characters value at C0 since that's what most people will have in the end

I'm not sure why they made her burst the way they did, I mean I kinda do, they want you to synergize with other characters, but that is pretty much the name of the game, they didn't have to -force- you to use other characters to make use of her burst.
