as of version 2.8 each region's NPC commissions operate in a "cycle." every commission has a set number of times it can appear per "cycle" (normally 1 but sometimes more) and once it is completed that many times it is removed until you complete every other comission in the cycle

a very vital part of that is that the commissions must be completed to be removed from the cycle, so commissions with multiple versions can be "skipped" (not completed when recieved) to reroll for a different version of that same commission the next time you get it
