There is, as far as I'm aware, no weighting to prevent you from pulling the same 5* every time you pull one on the standard banner. On top of that, you are not even guaranteed to pull a character, or a weapon at any time. There is a 50/50 every time you pull a 5* to pull either a character, or a weapon.
