You'd be much better off using The Catch with a CR circlet, I think

That combo would put you at a guaranteed 66 CR and 111 CD, which when you use your Q would go up to 78 CR and 143 CD with the +12 CR and +32 CD of The Catch.
Your CD would be even higher with even a few CD subs on a CR circlet, so potentially you'd be up to 150 or 160 CD with up to three CD rolls on a CR circlet, which doesn't even have to be on-set.
You'd also go up to 210 ER at a minimum, which is pretty essential for not only Raiden herself but also for the EoSF scaling with her Q. It could/would definitely be worth your while to use an ER sands in conjunction with what you have to get her Q to do even more damage.
Also: 90/90 the weapon and her level if you're prioritizing her build
