I've spent like 95% of my resin on artifacts for the last 15-ish months because I did the bare minimum investment on each character I use. I think I have less than 10 pieces that are 40 CV. They're really God damn rare. Most of them fall within the 32-37 range.

You also have to keep in mind that double crit subs aren't everything. Sometimes a 32 CV piece with some EM or attack will give more damage than a 40 CV piece with garbage off-subs.
