it's because in 3.0 they added cycles

so now you will always get all NPC comms once before you get any again

so no more going an eternity without getting commission achievements, but now some achievements will take like 9 months minimum

from what i understand you're only guaranteed the opposite of a given pull (character/weapon) by your 270th pull after what you pulled

so say you pulled a qiqi, if you got multiple 5 stars at super early pity but did not reach 270 pulls after that qiqi, you still have the ability to get several weapons

and this includes going to soft pity as well, its perfectly within the realm of possibility to get two 5 star weapons before pulling another character

which is what im praying for

i got Mona, then Skyward Pride at 60 pity and i really hope i get another weapon cause i dont want any standard characters anymore
