imo if you're dedicated to Hu-tau I'd imagine C1 would be very tempting because it makes her playstyle better, but if you're not a Hu Tau lover and hop around characters frequent enough I'd say Homa is the better pick
(assuming you're able to pick between C1 and Homa because unless you're lucky I believe homa more expensive)

Because overall having Homa would yield universally more value than a character constellation, but that's my opinion.

As an example Homa is top 1-3 for a majority of the spear characters in the game, and may still be a very worthwhile pick for future spear characters, but Hu tau C1 just makes stamina much better for just hutau

And if you do go for C1 I believe R5 Dragon Bane gets pretty close to Homa performance on exclusively Vape? but I'm sure there's more qualified people to debate C1 or Homa than I am.

I know I personally am going to save up for a Hutau in her rerun and then see if I can't snipe a Homa off the banner.

According to KQM, C1 Hu Tao is a 21.5% damage gain over C0. R1 Homa over R5 Dragon's Bane is an 18% increase in damage. Going for C1 makes her comfier to play since you don't have to worry about stamina consumption as much and you don't have to worry about getting fucked by the weapon banner.

Pick your poison basically.

If you go based off averages and you lose all of your 50:50's, Homa could cost you like 185-190 wishes while C1 would cost 150, give or take.
