Tbf I've seen C6 Noelle is comparable to C0 Itto, but idk how true that actually is. In any case, I've always seen recommended to run her as DPS over support, as she's rather... uncomfortable as a support (needs on field time to heal, bad shield uptime, etc etc).

Thing is, you generally don't want a support on the field because is wasted damage potential. If you're gonna run her, you're generally better off running her as DPS and building a team around her, not trying to slot her as a support for someone else.
