He's coming in 2.8 apparently, at least most rumours and data from events and abyss hints at that. It is not guaranteed or confirmed officially in any way though, so ultimately it could change.

If you're F2P though, I kinda doubt it

If I were you, I'd keep saving for Kazuha, since Ayato is bound to have a rerun somewhat soon

Again, not guaranteed in any way, but it's more likely than Kazuha having a rerun soon-ish after 2.8
