It's important to note that, once an enemy resistance reaches 0%, further shreds will be halved. Say you have an enemy with 20% natural hydro resistance, you swirl hydro onto them. It'll end up with -10% hydro resistance.

On the other hand, for swirl damage, ONLY the level and EM from the unit swirling will be taken into account, that's why nobody builds ATK and crit into units like Sucrose, Kazuha and Venti (unless they're doing a hybrid build where the damage is split between the personal damage done by the skill itself and the swirl damage, or a pure dps build which can be good on Venti but needs high investment to outdamage a triple EM build in most situations).
