If you didn't pick it before doing one of the first quests in the archon quest storyline in Mondstadt (that you can reach in like AR 10 or even earlier), it despawned due to a chest being there for the quest (a quest-specific chest). And it'd never spawn again. So a couple updates ago, it spawned again for the people that didn't grab the original quest.
