Unfortunately, since he's anemo, he has no access to say vape or melt, so best way to increase his damage would be using buffers like Bennett or a TToDS holder, or if you have it, Zhongli (anemo shred from shield), Jean C4 (anemo shred in ult), Albedo C2 (buffs plunges on ult iirc).
