Navia teams are pretty unexplored RN and the new artifact set is very resin inefficient to farm, while Raiden has very good and proven team options even for f2p players and emblem set is extremely resin efficient to farm
I'd only recommend navia to long time players who are bored with their current chars and just want something new to play with, Raiden is just the smarter long term investment if your account still can't 36 star
