both. The dramatic improvement in power efficiency of ARM over x64 means you can stick more/faster cores in the same space without running into thermal or power delivery limits. Up until recently, ARM chips were limited in total performance, but Apple's M-series chips are an excellent proof of concept that ARM can scale to much faster hardware
