I recently C4rd my Tartaglia, and I think people underestimate his cons advantages.

His C3 (erh... the one about recharging when enemies die) is good enough to spam the nuke burst he has, and his slow proccing off field C4 does some absurd foward vape when I'm still rotating the rest of National. Sometimes mobs die of Hydro damage from an 80k Riptide vape before he even enters the field.

Also, C6 enables him to stay on field till the very end of the off-fielders uptime (pyronado etc) without CD penalty, which is an indirect buff.

Also, C4 enables him great synergies for dendro teams, including non-meta ones that can simply be fun and do the job.

Not game breaking, but he becomes way more flexible with his own moves and versatile with teams.
