If you want pure bloom, Nilou is pretty irreplaceable. Kaveh has options to manually detonate Dendro Cores for bonus damage, but in a Kaveh comp, your cores can get stolen by electro/pyro AoE. Nilou's cores can't get stolen.
Nahida, though, is broken. She applies so much more Dendro than anyone else

Just build her like any other character. Shoot for like 60-70 CR and 150 ER iirc.
You don't need to go balls to the wall with CR to get the full passive. Whatever you do get from it is free CR on the rest of your party. lol
