Agree not everyone has her C6, but honestly wouldn't recommend Shenhe if they don't have Ayaka (or maybe are not very invested into Kaeya, like Kae is). And really, using Shenhe with Eula ain't using her full potential, as vast majority of her kit is absolutely wasted with Eula and Eula has a lot of teammates that are better than forcing Shenhe into her team.

Even without C6, Rosa is imo a better supp for Eula, due to being a very good battery + the CR buff
