Then, sync your paimon.moe history to google drive on some google account.
On the PC's browser, log in to the same google account. Once it updates, your history should have moved

The gains are negligible either way. I gain either 1299 damage getting Xiangling to 90 or 249 damage getting Bennet to 90. Like Godlander said, characters that do reactions (swirl, etc.) matter more since that scales off of level. Ascending most characters is more important than getting them to 90 honestly.
