Well, if you go and try and farm 10 different domains for 10 different characters, you'll never get the gear you want. You need to pick a char and comp and then focus on it until it is refined.

1-3 is a good priority to start with

You want gear early on that you can potentially swap between chars. Emblem and Shim are good to farm because Emblem is bis on a ton of characters and Shim's 2 piece is flexible.
