Obviously, but Rome wasn't built in a day. You get mediocre artifacts and then feed those later once you get pieces to replace them.
If you go into artifact grinding that every pieces has to be double crit with 40 CV at the start, it'll take a year or more to get your first couple of chars geared as a F2P.
Like I'm just not getting to the point where I'm refining builds to the point I'm happy a year later. lol

I'd run Emblem and strongbox for VV until you get a decent set for Venti. After Venti has pieces, strongbox CW.
Emblem can be used on Zhongli, Xingqiu, Ei. Shim can be used on Hu Tao. 2 Shim can be used to fill spaces while you work on chars later on.
