for the archon quest you need "Autumn Winds, Scarlet Leaves" Chapter 2 Prologue and "The immovable God and Eternal Euthimya" Chapter 2 Act 1 to get the archon quest with the domain in it.
Then to get the story quest trounce fight you need both Imperatrix Umbrosa Raiden story quests done

Depends on what type of player you are how far your account progression is and what your goals in Genshin Impact are, Cyno is more geared towards casual players with his long on field time, he doesn't require very much investment into his teammates and is fun to play, downside is that he doesn't really fit into the "meta" teams that are more complex and require higher resource investment into the rest of the team. Also he doesn't really provide anything outside of being a main DPS so if you only have a limited amount of primogems to spend and not many 5 star characters yet I wouldn't recommend pulling for him.

There's also a question of how many monitor are you going to be using, if it's just one, then you're fine, if you're using like 4 monitors than you might need that 3060ti juice
If you're just playing genshin then you should be perfectly fine with a older system, like a 1050ti, with a decent cpu, probably can't do 1440p with high settings, but it'll run it fine enough at like 1080p with medium/high

Solely for Genshin? Yeah, I used to play it with a 1050 on 1080p with no issues, at almost max settings. If I was only playing Genshin now, my current 3080 Ti would be way, way overkill lmao, but it depends on what other stuff you're doing (what other games you play, at what resolution you wanna play, if you do other stuff like modelling, etc). I play more games (Resident Evil latest games are resource consuming, for example), and I like to occasionally "play around" with Blender, for example.
Rn I'm stuck with a 1080p monitor, but I intend to add a 144Hz 2K monitor (maybe 4K but those are more expensive lmao).
