That version is not a paper SST; it had a real scale model along with engine suppliers + actual sponsors even in that state of the project
paper SSTs is something that someone finds 1 image of on secret projects forum and races to suggestions with 
But uh
This has been suggested many times
And reportedly devs are waiting on Boom for official info before it can be finished/released (to my knowledge)
