Tapping undersea cables is one of the many things modern submarines do, why not represent it here? Submarines as they currently are, are useless- big flashy underwater tubes- so give them something unique to do! For something like the regular surveilance jobs for aircrafts, you can call it a patrol (this works for other boats, too). And for something like espionage, you could have a submarine go to several points, wait a bit to deploy "divers"/ROVs, and install a listening device on (or repair) undersea communication lines.
